Escrow, Oqood and RERA: how your off-plan money is protected
Three terms you will hear in every off-plan purchase, explained simply: what each one does and what you should check yourself.

Dubai regulates off-plan sales more tightly than many buyers expect. Three terms come up repeatedly.
RERA
The Real Estate Regulatory Agency, part of the Dubai Land Department, regulates developers, brokers and projects in the emirate. Developers must be registered, projects must be registered, and advertising must carry a permit number. You can ask any broker for the project's registration and permit details.
Escrow accounts
Money you pay towards an off-plan project is deposited into a project-specific escrow account that is regulated, rather than going into the developer's general funds. Funds are released to the developer against verified construction progress. This is one of the main safeguards for buyers. When you pay, check that the account details are the escrow account named in your SPA, never a personal or general company account.
Oqood
Oqood is the system used to register an off-plan sale with the Dubai Land Department. Your purchase is recorded there, which gives it legal standing and is the basis for later transfer or title deed issue. Ask for your registration confirmation after the fee is paid.
What the system does not do for you
Regulation reduces risk; it does not guarantee a good decision. You still need to read the SPA, check the developer's delivery record, compare the price with similar units and keep your own records of every payment.
A short checklist before you pay
- The project and developer are registered and a permit number is shown.
- Payment goes to the escrow account named in the contract.
- You have a signed SPA and written receipts.
- The sale is registered and you hold confirmation.
If something does not match, stop and ask before paying. Our team is glad to review the paperwork with you.
